Subject: 18697 City Council/day and time Date: Thu, 7 Jun 1990 12:04:00 -0500 RESOLUTION NO. 18697 A RESOLUTION ESTABLISHING THE DAY AND TIME OF THE REGULAR MEETING OF THE CITY COUNCIL, ESTABLISHING A PROCEDURE FOR CALLING SPECIAL MEETINGS OF THE CITY COUNCIL, ADOPTING ROBERT'S RULES OF ORDER, AND ESTABLISHING A POLICY FOR RECOGNIZING SPEAKERS WHO WISH TO ADDRESS THE CITY COUNCIL AT REGULAR MEETINGS ON MATTERS NOT ON THE AGENDA. _________________ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, That the City Council shall meet in regular session each Tuesday at 6:30 p.m. provided, however, that members of the City Council may meet in agenda session each Tuesday at 5:30 p.m. for the purpose of discussing matters which may be considered during the regular meeting of the Council. BE IT FURTHER RESOLVED, That a special meeting of the City Council may be called by the Mayor, by the Chairperson of the City Council or by any three members of the City Council, but no such special meeting shall be held until after 24 hours written notice to all members of the City Council in the City, nor until after publication of notice in all daily newspapers of general circulation in the City. BE IT FURTHER RESOLVED, That Robert's Rules of Order be and the same is hereby adopted to govern proceedings before the 0C City Council except to the extent that said Rules of Order are in conflict with the City Charter or any ordinance or resolution adopted by the governing body of the City of Chattanooga. BE IT FURTHER RESOLVED, That the following procedural rules relative to recognizing members of the public who wish to address the Council on a matter not on the regular meeting agenda be and the same are hereby adopted: 1. Each speaker wishing to address the Council shall be recognized only at the microphone provided for that purpose. 2. The speaker may address the Council only upon matters within the legislative and quasi-judicial authority of the Council. 3. Each speaker shall limit his or her remarks to three minutes, unless permission for additional time is provided. 4. The speaker shall not be permitted to use any vulgar or obscene language.
